How do I create a manual shipment without creating an order?

On the top menu bar under "Shipping," click on "Manage Shipments". Once there, in the middle portion of the screen, click on the green plus symbol or the "Click Here to Create a New Shipment" link. This option will bring up the shipment creation screen.
